A talent agent represents you. What this means is that they promote you to casting directors, producers, directors etc. They negotiate your contracts for you so that you don't have to deal with the legal/business side of your work. They ensure that you get paid, and pass on your requirements to the people you're working with.
Basically the agent is an intermediary between the talent and the businessmen. You do not have to pay them up front and you should NEVER give one money upfront. They work for a percentage of your income from the work they bring to you, normally 10-20%.
It is worth doing some research into the good ones, because it makes a lot of difference how good an agent you have. You need to phone up the ones you like and ask them what would be the appropriate way to apply to become their client.

A talent agent is someone that you would generally work with after your first big shot out of the gate.
My reason for saying this is because if you have not yet done anything note-worthy, then you just need to apply yourself.
You need to take it upon yourself to go to casting calls, tryouts, etc...
Then, when you have finally made it into something reputable - like a TV show or a movie or an off-broadway play - That is when you need to go about selecting a good talent agent. A good talent agent is measured by results at first... then as time goes by, those results will make you more of an asset to your agent... he or she will be able to boast that they "made you big"...
Generally - if you are starting out - you do not pay an agent EVER.
They are to be paid by the companies that hire you to do the commercials etc...
If they are not completely convinced that they can make money by selling your talent to their clients - then they will simply turn you away.
There are agents who charge their talent instead of charging their clients but that can be shaky business if you don't know what you're doing.

Do you have pictures, a portfolio, or a tape of your talent? you'll need that or they'll charge you up the ying-yang for that stuff. Anyways,They market you like a real estate agent markets a house for sale. He finds people interested in whatever talent you got and he trys to make a deal for you to get paid for your talent. If you want one thats not a rip off....ask someone already in the business...myspace might be a place where you can actually e-mail a real celebrity with your question. Thats what I would do.

A talent agent is someone I employ to make sure that I only sleep with the creme de la creme of women. They sift through the cows and the pigs out there that are hankering after a piece of Ol T lovin', but I am only meant for the best. If you think you've got what it takes (i.e. you don't grunt when you eat), please send your full CV, including measurements, to my talent agent and who knows, you may get lucky. ;-)
