Save up for another vehicle. While you're saving your hard earned dollars give the explorer a good coat of hand applied wax and possibly purchase a set of seat covers for it. A decent paint job will be in the $2000-$3500 range and upholstery isn't cheap either.

Find out what years of interior are compatible with yours, then hit the wrecking yards and see what you can find. Buying the interior out of a wrecked Explorer should be cheaper than having a new interior made.

As for paint, if it's only faded, then a cut wax might be enough to make it look good. Otherwise, a $200 paint job could be enough to make the vehicle look good from a distance and stop the neighbors from complaining about it. A really good paint job could run a couple thousand which is a waste of $ on a non-collectible vehicle that old.

It depends on what is damamged in the interior if its just the seats try to find seats from a low mileage wrecked car or in the classifieds from parts cars($125-200) as for paint just get a respray at maco or somewhere like that for like $250- $500 if you want leather Kat Skinz sells leather kit you can install yourself for $700 carpet is like $150
