Even if the US were not at war, it would not be the Federal government's job to "fix" New Orleans.
My hero, Bill Cosby said that it was time to stop blaming white people for all the problems of African Americans. And he said it in New Orleans.

New Orleans is a state they are responsible for their own rebuilding. Congress controls all the money . All a president can do is declare it a disaster area and it is up to congress to handle the rest through FEMA or who ever.
