I adopted a dog in Sims 2 Pets, and it didn't come with a collar, so how can I buy one now?

You go to a pet store and buy a collar. They are on a circular racks located on tables.

you have to go to a store and buy a collar but if you have no store with pet and pet stuff go were you find the houses and there are some stores with pets stuff i think the name is Pepe's Pets and then put it in the town go home and go at the store and you will find this collar shack at the cashier
PS: if you want special collars that you can't find in the shop get your pets a job and when they get promoted they get these special stuff and then go to game options and there is little key and click on it

You have to find a store that sells them. If you haven't already, put one of the ready-made pet stores that came with the game into your neighborhood from the lots and houses bin.
Once you buy the collar, you need to click on a mirror in your house and then on "Change

go to the town square and theres a store where u can buy it all kinds of appearal!
