ok im having a music test tomorrow and on the paper i`m studying from, it says that 2 eighth notes equal only 1 beat... is that true?

Yep. One eighth note equals half a quarter note... Te. Two equals one quarter note. In 4/4 time.

It's true, BUT only if you are in a 4 based time. In other words if the bottom number of the time signature is 4 (or the time sig. is "C" for common time) then it is true.
Any other number on the bottom will make it different.
