i have two goldfish in a tank and overnight one's eye has gone black and is also swollen the other goldfish is fine

That is a rather serious internal bacteria infection affecting the eye and the liver of the fish. To treat this you should feed the fish medicated antibacterial foods (available at better pet shops) and also treat the tank with Furanace or Gentamycin for 2 weeks. If neither of these is available treat with a combination of Maracyn and Maracyn 2.
Remember to remove the carbon from your filter during the entire treatment as it will remove the medication from the water.

It most likely has an infection due to a virus or bacteria in the tank. So most likely the other is going to get it. I suggest seperating the gold fish if you can. Most likely the one with the swollen eye might not make it but clean the tank out really well and put it back in. There is medication for water for fish at pet stores you can get too.

It's probably "pop-eye", a bacterial or fungal infection like the guy said.
There are meds that treat bacteria and fungus in the tank. I wouldn't necessarily go with just antibiotics because if it's a fungus, the antibiotics won't help.
You should probably go for a broad-spectrum anti-microbial medicine. Check at a pet store.

The fish could have something called Pop Eye. There are drops you can place in the water to clear it up. You should keep the bowl clean too. I found this out when I had my 4th Betta.
