Is 5'4 and a size 10-12 considered BBW?

No, size 10 to 12 is not BBW. It's just thick, not fat.

BBW or plus sized is above a size 14, i.e. size 16 plus.

No not really generally anything above a size 12 is bbw but up to that size is not.

Society thinks so. My mom is the same weight and height but she isn't big. She got thick thighs.
