any number of things, some dealing with promiscuity and some not. those that aren't just have to do with being ghetto and getting caught up in Section 8 and Welfare and so on and so forth.
the urban dictionary says she is anything from a promiscuous girl to a Hispanic girl that is gaudy and wears to much makeup to a girl that can't rise against "ignorant", ghetto ways. then again they have like 24 different definitions, including a British one that talks about a rough girl that wears hoodies all the time and one that talks about being on the hood of a car. the British one was interesting because they're suggesting that there isn't anything feminine about the girl ...

Hood - is referring to the "neighborhood". A hood-rat is someone you always see who hangs around the neighborhood...maybe homeless person, maybe just a moocher. It is a derogatory term.
