I love shoes and I sympathize with you. I am a UK 2 or European 34 and it's not easy especially on a tight budget. Barrett's are the most affordable of those I've listed below. You may have to save up for a more expensive pair and take good care of them so that they last a long time.
I actually buy quite a lot of backless shoes and sandals and then if they are just a bit big it doesn't matter so much.
Also look at some good quality children's shoes - the cheap ones aren't usually leather - at least you don't have to pay VAT on them so it helps keep the cost down. Trouble is you don't get the really stylish fashions in kid sizes.
I'm assuming you are in the UK or you would have put a US shoe size.
I'm living temporarily in the USA and it's almost as difficult over here although I have found an outlet store called DSW and I have been quite lucky there. They have a section highly discounted where manufacturers send surplus stock but that's probably not much help to you. Sorry!! Good Luck - it is so frustrating to have a great outfit and not be able to find the right shoes to go with it.

If you are looking shoes for petite feet you should try buying them when you're on holiday in Asia. Commodities like shoes and clothes are relatively inexpensive in that part of the globe and with the current exchange rate against most Asian currencies, you should be able to go on a shopping spree even on a small budget..

Look in the children's shoe section, they are cheaper than adult's shoes and these days they are making smaller versions of adult shoes for children so you can be wonderfully fashionable and stay on budget, especially at sale time.

In the childrens shoe department, that's where I buy mine all the time (size 3)
Mind you I live in Ireland and there is no VAT on kids shoes (or so I've been told)

i have size 1 feet so i know what you're going through!
i usually buy my shoes from ravel (big store in oxford circus) or barrats kids sections.
you could also try the la redoute catalogue as they usually have some cute shoes - again in the children's section.
there are some online shops that sell lovely shoes, but they are really expensive and i've never actually gotten around to buying from them.

I sympathise with you 100%! I too have tiny feet and found it very difficult to find good shoes that didn't cost the earth!
I tend to buy children's shoes these days as they are just as trendy as our shoes but at a fraction of the price!
Trouble is, i tend to buy two pairs at a time instead of one as I have saved money with the first pair! oh well! just don't tell my husband!
