I believe it's because he was in touch with or sympathetic to the African American culture and population in the US.

A reporter said that Bill Clinton was the first black president (her name is Toni Morrison - a Black Woman) Below is a paragraph from her article:
"African-American men seemed to understand it right away. Years ago, in the middle of the Whitewater investigation, one heard the first murmurs: white skin notwithstanding, this is our first black President. Blacker than any actual black person who could ever be elected in our children's lifetime. After all, Clinton displays almost every trope of blackness: single-parent household, born poor, working-class, saxophone-playing, McDonald's-and-junk-food-loving boy from Arkansas. And when virtually all the African-American Clinton appointees began, one by one, to disappear, when the President's body, his privacy, his unpoliced sexuality became the focus of the persecution, when he was metaphorically seized and bodysearched, who could gainsay these black men who knew whereof they spoke? The message was clear "No matter how smart you are, how hard you work, how much coin you earn for us, we will put you in your place or put you out of the place you have somehow, albeit with our permission, achieved. You will be fired from your job, sent away in disgrace, and--who knows?--maybe sentenced and jailed to boot. In short, unless you do as we say (i.e., assimilate at once), your expletives belong to us."
Because she wrote this . . . it stuck!
Ofcourse it was one of the stupidist thing ever said! Just like Everything around the Clintons!

Anything to try and make a Clinton to be somehow bad in their feeble little minds. Those people may be closet bigots and this is a nice way of calling names in their minds because they know the n word won't be accepted. Bill is from the South as is his wife, of course, they are Baptist and can relate to the people who attent Baptist Churches whose congregations are mostly or entirely black. The other side sees this as somehow being black.
They show their stupidity. Apparently they don't want the races to get along. Presidents LBJ, JFK and Clinton have been more comfortable in crowds of African American people than any others and they are the ones who have promoted the best legislation to help narrow the gap between haves and have nots and the racial divide. Bigots want it divided.

He actually did something for this country! He already had the black vote as do most democrats do, so I think he really was just trying to aplogize for everything. I don't even think it was a politcal move because history will not remember the good only the bad.

A name he made up to buy votes from the black community. He was a great people person. He used this to get voted back into office.

Clinton declared himself the "First Black President".
He used the blacks like all Democrats do. Democrats exploit blacks, and make fun of them while doing it.
If you work for a living then Bush cares for you. He gave you a nice Tax Cut just like he did me.
Or, are you the Rich?

From what you said, I assume that your are either Rich, or on Welfare.
