This was a question theologists used to ask in the 19th C. I do not know how it was settled, a lot of reactionary types then stayed away from church as they thought that a lightning rod was the sign of disbelief and of raising an impish hand to the Crown of Thorns.

I believe not. If it is a satelite dish, maybe a new age church. A lightning rod for electricity conductor is actually a good idea for big buildings like churches.
