I'm thinking about living in Canada after highschool, and hopefully attend a college there. I have Vancouver, BC in mind at the moment. I've heard much about Vancouver, and it really seems like a great place to live. But I wanna have Plan B, just incase Plan A fails. I'd love to live in the east side of Canada, if it wasn't so unbearably cold and French was being spoken, because I'm a native English speaker.... =( Is it possible for someone like me to live in a french-dominated place? =O If not, then ... is there anywhere that you could recommend living in Canada? =D

If you're willing to learn French then living in a French-speaking part of Canada should be fine. If you're not willing to do it or don't have the time/resources right now then I don't recommend it, because you won't speak the local language, and that makes everyday life much harder.
