I immediately thought river, but since everytone else got this very easy riddle before me, how about a snake? A baby? My grandfather? The clown at the mini golf course? A prostitute?

in fact most non-mammals have mouths but can't chew.
almost all birds for example have perfectly good mouths but no teeth with which to chew and just swallow stuff down in one piece or large chunks.

A RIVER ,BECAUSE THE END OF IT IS CALLED THE DELTA. A DELTA IS THE MOUTH OF A RIVER AND IT CAN'T CHEW!
