definitely pants (or shoes)
preferably, your pants, socks, and shoes should match (black is a good color)
for khaki, wear dark brown socks w/ dark brown shoes

Pants. Usually guys wear belts that match their pants so there is not much difference. Most guys dont do fashion. Boring.
For a PFS personal fashion statement, match your tie, belt and socks then wear your pants a little on the short side.

No, socks don't need to match. Unless you are wearing shorts or something that shows your socks. If your socks are being showsn, I'd wear just plain white or black. If they are some other color, they should match your shoes, pants, or shirt.

Socks should match your pants.
Shoes should match your belt and NOT your pants.
