ok i found this cool trick on yahoo questions myself:

get a glass pan. line it with aluminum foil, enough to cover the whole bottom. fill w/ hot water, add some baking soda and a sprinkle of salt. drop the silver into the pan, and when it touches the foil it makes a chemical reaction and voila! ur silver will be clean. afterwards, get a soft cloth and wipe it gently.

....or, you could buy TarnX (to remove tarnish) or silver polish. The jewelry cloths work pretty well at shining them up!
