I believe it means that baskin robbins either has or hopes to have 31 different flavors of ice cream.

It started out as 31 flavours.
Most stores have 31 bins of ice cream, some regular flavours that they have all the time and some that rotate in an out.
I am a pralines and cream fan myself.
I have not had a double in years but it use to be pralines with Jamoca almond fudge on a waffle cone.

They have 31 different flavors of ice cream in the store at any one time. If they want to introduce a new one, then an old one needs to go to make room.

They're supposed to have 31 different flavors at all times, but I don't think it's true. Go to one and count, and see if they actually have 31 different flavors.
