Yes you can have more or the same memory on the graphics card as the PC.
It doesn't happen too often and that's probably why you're asking, but it's not down to any restrictions on the graphic card memory against the PC memory.

I think the answer to both questions is obvious as the 2 quantities are unrelated to each other.
There are more important questions that should be asked in relation to the Invidia card

The amount of system RAM you've got is entirely unrelated to the onboard RAM on a gfx card, you put whatever gfx card you want in any machine no matter what amounts of RAM each has.
God knows though that if you're playing the kind of games which require a 512MB gfx card then you really shouldn't be p1ssing around with such a paltry amount of system RAM, spend the money upgrading your system RAM to at least 1GB before you splash out on an expensive gfx card dude.

You can have however much system RAM you like and fit a card with as much video RAM as you need.
The only restrictions are the expansion slots, in as far as PCI Express won't fit in an AGP, and vice-versa.
And video RAM isn't always seperate to system RAM. Most motherboard have (crappy) on-board graphics controllers which allow the user to set aside a certain amount of system RAM to be used as video RAM. This is allocated from BIOS but it is a messy way of doing things. I used FS2004 with my onbaord GPU (graphics) and managed, at best, 10 fpm. I brought a cheap Radeon 9550 and get way above 75fps.
So your answer is YES!

No, that's not a rule, you can have 128mb ram and get a graphics card with 512mb ram.. But the thing is the 512mb ram of the graphics card will not be useful, yeah that's true cause with 128mb ram it's like an old b&w movie.

RAM and video memory are generally not related, unless you have an onboard video card (which is not the case here). As long as you have the suitable slot within your machine, you should be fine.

rubbish the video memory is entirely separate from the main memory and is only used for graphics processes you can have a 64meg main memory and a 256 graphics no problem
