I use headphones, and not speakers, so a subwoofer or something like that is out of the question. I want to know if there's some form of equalizer within the computer's sound system that is applied to everything that produces sound.

Not within Windows itself there isn't no, only various volume controls, no graphic equaliser as such. The only thing you can do is change the equaliser on the actual applications you're using to playback your videos and tunes.

Yes ,if you play music thru Windows media player.Open Windows media player and on top click VIEW / ENHANCEMENTS/ SRS WOW EFFECTS.There is a Trubass sound enhancement control to increase your bass and an equalizer.I listed a site in source that will help you.

that depends on the soundcard you are using inside your PC.
some soundcards have their built-in tone controls with BassBoost features.
try to find it in Control Panel > Sounds & Audio Devices.

if not, then you should install a third party software like Winamp or JetAudio to increase your bass output.
