Um... I love you.
Actually, when my brother was first dating who is now my sister-in-law, she told him "i love you" first. He didn't want to say i love you back until he was absolutely sure so he replied, "I adore you". Now there is a joke between them, she goes "I loved you first!". So yeah, you can adore someone without loving them, but loving is so much more and love is stronger

You can tell anyone that you love them but you rarely hear people say I adore you. I would love if I was told that I was adored. Now "I'm Inlove With You" is more powerful.

I Love you is the more powerful one to say to a man or a woman who you are in love with and want them to know it.
