The Funeral will take place on March 15th at 2:00 pm. Interment in the Capulet monument, Verona, Italy.

It's true, as Helene says, that Lady Capulet refers to Tybalt as "my brother's child." However, Juliet's father, in Act Three, Scene Five, line 127, also calls Tybalt "my brother's son." Obviously, one of them is using "brother" to mean "brother-in-law." So we know that Tybalt is a member of the Capulet clan, but we don't know for sure whether is is Juliet's cousin on her mother's side or on her father's side. We don't know his last name. One additional thought: Tybalt gets buried in the Capulet family tomb. That suggests to me that he is a Capulet by birth, not just somebody whose aunt married into the family.
