We all know Bush has not done an impeachable offense, so I have to try and decide which of the two is happening. I think #1 but hope it is just #2.

The people in Vermont are quickly turning the state into the east coast San Fransisco - first with their insistence and lame verdicts that child abusers don't need punishment - instead, the dirt bags need help and rehabilitation.
And now with their political ignorance and stupid debates over whether or not to impeach Bush - never mind the fact that there is no valid or verifiable evidence that he has even committed an impeachable offense.
This whole debacle is a total waste of time and amounts to no more than just another "non-binding" resolution - so typical of the liberal mindset of ineffective but somehow newsworthy political grandstanding.

the whole vermont thing is a joke - it doesnt matter if every man woman and child signed the petition, it is congress that does the impeaching and last i heard vermont has only 2 senators just like any other state and their rep count cant be that high either. and last there has to be an impeachable offense!

No, they are actually taking part in a democracy. These are the only three impeachable offenses I have time to post right now I am sure one of my fellow "liberal elite" aka educated progressives can help me out:
Stole 2000 and 2004 elections impeachable
Lied about weapons of mass destruction to enter Iraq impeachable
Complicit in revealing identity of CIA operative for political gain aka treason ~ impeachable

Actually, Bush is guilty of impeachable offenses. He's violated his oath to uphold the Constitution (think Patriot Act, Military Commissions Act, domestic spying). He's lied to get us into an unnecessary, unjust war (Iraq). And that's only the tip of the iceberg.

And no, I'm not a liberal.

I would have to vote for a combination of the two. The politicians are grandstanding and the voters....well...enough said.

It's just starting. Bush will be impeached. It must be true because conservatives say it will never happen and we all know how many times conservatives have been wrong. Just like they said Libby would be found innocent.
