your area should have a local renters association, check in the phone book for that,,,,,,, also,,,,, contact family and childrens services, explain the problem,,,,,, they are a good resource for help,,,,,,,,,, you also can contact the local legal aid society,,,,, all of these places can help direct you towards how to get the problem fixed

If the landlord is not fullfilling their obligations to assist you with maintenece issues, you need to contact either the local RHA (rental housing association www.rha.org) or the local Fair Housing agency and report this issue.
Make certain you document in writing all request for repair that you have made and the bills showing the various cost you have had to pay. I reccomend consulting an laywer as well or taking the case to small claims court after you have got the help you need from either Fair Housing or the RHA.

You can insulate your own front door with strips and an adhesive panel.
If you are broke, put blankets over the door and frame.
Every town or county has a number to call and complain about building violations or heat complaints.
I have forced air gas heat, and it can get expensive. Once the other vents are fixed, your bill may go up even more.
You really need to look into weatherproofing the windows and doors.

couple of ideas:
1. use the spell checker. Even if you can't spell it helps you look like you can.
2. call a lawyer. They will put your rent in escrow and when the problems are fixed the landlord will get his rent.
3. move! 300 in gas is way too much.
4. call the local government office in your town and find out who you talk to. there are laws that require everyone have proper heat in a renting situation.

pay your rent to the housing court in your county. tell the landlord he can pick it up there. When he shows up they'll tell him he has so many days to fix the problems or have to show back up in court.
