It depends on the neighborhood I'm in. If I'm in a white part if town then I don't think about it. If I'm in a black part of town, like the area of Atlanta where I went to college, I am more leary. I went to GSU in downtown Atlanta and I saw alot of rough stuff down there and unfortunately black guys (not students) were responsible for alot of it. I'm not racist but thats what I saw.

To answer your question acurately the way you want, I would have to ask you, What is this man doing when I see him? Normally my thought will be dependent on his action.
I have to honestly say, the color isn't what I am paying attention to when I first see someone -it's their actions.

just like when i see any other person
ppl are ppl as long as they behave normally their skin color won't make a difference. it would only matter to a physician for example because different ethnicities may have different diseases esp if they had traveled recently or have specific genetic diseases .
it may also make a difference to a beautician or a salesperson to help that person look his /her best.
so this applies to all ethnicities , colors, etc. not just those of african descent.
as for most ppl it doesn't matter
