He made a deal with his master to save his (silver surfer's) world, he would find him OTHER worlds to consume providing he left S.S's world alone. S.S thought he could take his master to uninhabited worlds therefore saving millions of people. But his master took all the S.S's memories of his planet and his intentions from him and made him into the Silver Surfer , unaware of his past.

SIlver Surder and the other surfers were all sold into slavery by the white man... JK. He agreed to serve as herald to the god-like entity, Galactus, in order to save Zenn-La (his home planet) from the world devourer's insatiable hunger.

Norrin Radd offered to become the herald of Galactus and locate worlds for him to feed upon, if Galactus would spare his homeworld of Zenn La.
