If so, why has not anyone done this yet?

All recreational drug users are normal compared to abnormal non recreational drug users. The species human has been using drugs to alter thought for way way way longer then the time these alien minded humans have arisen with fear and hate against this normal activity of humans and suffer mankind under their insanities.
The reason I suggest grass be altered is because in such case, then us recreational drug users would have a lot easier access to our drugs, marijuana itself is to readily identified by the insane antidrug fanatics, wherefore lawn grass would be quite hard to identify other them by chemical testing and that would make manufacture of our beloved THC as easy as breathing air.

Yes, it is theoretically possible. Actually, virtually any living thing could be suitably engineered to produce THC, even humans. Your suggestion of using lawn grass would probably cost many millions to accomplish, and no legitimate body has had any desire to invest that kind of money and effort into such a project. The criminal element might have that kind of money, but they already have a suitable plant that can be easily grown for the purpose, i.e. hemp., or Cannabis. So what would be the purpose of producing such a grass plant? Just grow some Cannabis if you want THC.

Why in the name of God would people put millions upon millions of dollars to genetically engineer grass when that money could be spent on growing weed itself?

Besides no legitimate research goes on into propagating THC aside from synthetic THC (marinol).
