Not sure I understand your question. The Civil War started in South Carolina when the Confederates attcked Fort Sumter. If your question is which state was founded by the war, that would be West Virginia, which was made up of the part of Virginia that wouldn't secede.

The first "shot" was fired at Fort Sumpter, South Carolina. Fort Sumpter is in the middle of Charleston harbor.
