I have a older friend (70) who I would like to get a cell phone for only for his emergency needs. I f I was to buy a used one say from E-Bay should it be able to dial thru to 911 even if it will not have a monthly plan to be connected?

All cell phones have the capability to dial 911 and the old service provider if you are within their coverage area. You do not need to have a contract or an active phone. The only exception is if the phone is listed on a stolen phone database, then you will not be able to dial the old service provider. Otherwise this would be a great investment for your friend.

Yes. Any GSM phone, even with no SIM card, will call 911.
