The short answer is I’m sorry, no.

The Flash could run at the speed of light. Nothing material can move at the speed of light, according to Einstein. So let’s look at a slower but more reasonable speedster, Marvel’s Quicksilver.

Q can run at about 500 mph. He is not faster than a speeding bullet (only a black powder musket ball) but he is fast enough to dodge bullets when he sees them coming his way.

Q has to have an enormously changed metabolism. A top athlete may generate about 5 horsepower at peak performance. Quicksilver must generate ten times that much. The cartilage in his knees and ankles must wear out very quickly, after a few thousand miles he would need surgery.

Furthermore, running into raindrops, even mosquitoes, at that speed would hurt like crazy!

No, I’m sorry. It’s just not possible. Only in the funnies. Flash has something called the Speed Force to help him go that fast. But it’s like the Force of Star Wars. It isn’t real.

The fastest recorded human being was the prophet Elijah, in the Old Testament, who was able to outrun the royal chariot of King Ahab, but that was supernatural, not normal. So, in a sense, God gave him the (temporary) ability to go that fast. We are not given much of a description, only that he did it. You can find more about Elijah and his miracles in the Bible, in the first and second books of the Kings.

I think "no". No one (humans) can really as fast as Flash who runs at the speed of light. Not even machines can do that, I guess. Even sound is slower than light. Light can have a round trip around the earth (for I don't know how many) in a blink of an eye only. That will only remain a fantasy.

Nope, Sorry. Although "some" may say Flash is exaggerated they're wrong. The first flash Jay Garrick ran at a more reasonable speed than Marvel's quicksilver or the modern Flash.

Even though it pains the child wonder in me to admit, but no. We just have limits to the speed that we can have a turn over of the foot that is not fast enough to run over the surface of water or that of super speed. Sorry.
