The answer is not 1/4. The answer is 3.57/3.6 ,but I don't know how to get it. Please go through step-by-step. Thank you~!

We would need to know a few things, like:
--what shape is around the quadrilateral (ellipse, circle, etc.)?
--what kind of quadrilateral is that?
--what are the measures of the angles?

All of these drive the final answer. For example, if the surrounding shape were egg shaped and the narrow end was the 1/4 mile side, the unknown side could be larger than 1/4.
