Probably be methods not related to "Millennium Development" project.

That project is just more of the same methods that have failed for 5 decades.

A large key to reducing poverty is extending credit lines to small businesses; many systems that use British common law (i.e., the US) stumbled into the system of using property as collateral for loans and have flourished.

Most likely the Millenium Deveopment Goals of Zambia will never be achieved as the infrastructure and government is too weak, the country does not have many natural resources , the disease level is too high, and the rest of the world isn't engaged in trading with them.

It is a sad time....
