Okay, I think I know what you're looking for, but I may have the wrong take on aspects of what you need.

On the first part, as the U.S. become more concerned about a potential military response from the Japanese they took precautions around Pearl Harbor that included putting up blackout drapes. These were often heavy cotton sheets (dyed black) that could be strung over windows to stop light from filtering out at night -- so an enemy's bomber formations couldn't be tipped off to a targets location. In some cases people near the various bases near Pearl were told to cover their windows 24/7.

On the question regarding health issues I have two answers -- not sure which one will help you. After the attack the water supply had been disrupted (broken pipes, some damage to one of the water stations) at Pearl Harbor and people had to boil water for a few days to avoid catching cholera, diphtheria, and other water born illnesses. The other post-bombing issue was a critical shortage of beds for wounded in Pearl Harbor and Oahu in general.

Prior to the attack there was a serious concern that chemical weapons (in this case gas warfare) would be used against the harbor and surrounding area. The Navy was in the process of sending additional gas masks for both Pearl harbor and the nearby communities when the attack happened. They had also planned on doing drills and exercises on the use and respons to a gas attack.

Most of this I picked up from a few books, including "At Dawn We Slept" and "For the Common Defense". I've tried to list a few sites that I think could help as well.

Good luck. Let me know if this is on target. --Andy

p.s. Keep an eye out for these idiots that say we "allowed" Pearl Harbor to be attacked and that the British withheld information they knew could save the U.S. fleet there. Load of BS.

Okay, since we were stationed in Pearl Harbor I can answer these.
First, since it was a sneak attack, there were no precautions BEFORE it happened. After, there were air strike dirlls, so in that respect, you have good information. Dark coverings over windows, small lights only, yes. My Grandmother could remember listening to teh radio in the dark, not driving after sundown, things like that.
Second, there were no major health concerns after the bombings. The concerns were for contamination of the waters of the harbor due to the leakage of so much fuel, etc, from the sunken ships. I guess you could say there was a bit of concern over contamination of fish, but since the bay saw, and still sees, no direct fishing, it was a very small concern. Stress related issues, gried issues, survivor syndrome there were a LOT of...both at Pearl and at Schoffield Barracks which were strafed by bullets, but things like cancers, if thats what you're asking...NO.
Below are two good sites. One deals completely with the attacks, and the other is a report form 2005 about contaminants.

I was there, but I don't know what you're refering to about th sheets. Perhaps you mean that people were to cover their windows at night so as to not show to enemy planes.
Health issues ???? Just the fumes from burning oil.

pass right down to what's regular as a "library" and look at what are regular as "books". yet once you pick web pages you could actual seem at declassified documents from the two the U. S. and jap governments on the time.
