Would you consider The Guardian Angels a gang?

I know they are supposed to be vigelanties or something, but in the ghettos they run around neighborhoods in a posee, and rough up people they don't like. I consider that to be gang activity. But everyone looks past their behavior because they have uniforms (gang colors). Does anyone else think they are just a legal gang?
