to me this isnt alot, he doesnt look fat just has broad shoulders but the doctor said he over weight for his height which worrys him!!

Weight can be misleading- it's his BMI (Body Mass Index) that you should be looking at. How much of him is fat and how much is muscle? As has been stated here, muscle weighs more than fat, so 13 and a half stone might not be that overweight (in terms of having too much bodyfat).

I'm 6ft 1 and weigh about 12 stone. I'm slightly underweight- always have been- so if your partner is 5ft 8 and not muscular then yes, he is a little overweight, but it's nothing horrendous. Cutting down on red meat and carbohydrates (potatoes etc), and lager if he drinks it, combined with moderate exercise like going for walks or leisurely bike-rides etc will knock a stone or so off in no time.

Your doctor is more than likely working it out on his BMI.
You need to look at his bodyfat percentage. On a male it is good to stay around 10 - 15% body fat. Your doctor should also be able to do this test for him.

If his bodyfat is more than this, it's no problem, just do more cardiovascular activities. If he doesn't want to get his shorts and trainers on, then maybe you may have to get him active in the bedroom a bit more to encourage him into exercise.

lets see, 13.5 stone...that is 189 pounds, right 1ST = 14#...

so, 5'8" should equal 140 +/- 10 %

in a man, 5 feet is 100 pounds
and then add 5 pounds for every inch (8x5 = 40) but since every 5'8" man does not weight 140, there is a fudge factor of 10% so he could weight anywhere between 126 and 154 pounds...if he weighs 189, then he could be 35# overweight...

His doctor is correct, your partner should weigh about eleven stone to be right for his height.

my man is same height and weights 19 and half stone, so I would class it as too heavy

well muscle weighs more than fat so really it depends, my friend is 5ft6 and she weights 13 stone and she is weighty but doesnt look massive or anything.
