If you live in a place that the ground freezes the pipe is coming out due to heaving. You could dig under the pipe and reset it in the ground and try to anchor it by pounding a long piece or rebar with a hook on the end of it deep into the soil. A landscaper could probably handle it without being to expensive.

It seems to me that maybe your house used to be or still is on a septic system..if you are not on a septic system then it may be an old septic tank being moved around with the frost heaving with the seasons..if you are not any longer on a septic system then just dig down a bit and cut the pipe off..i'm pretty sure my answer is the correct one because my house used to be on a septic system and i had a pipe that came out of the ground so the guy could come and empty it every so often instead of digging up the lid to open the tank..

It's probably a sprinkler line. If your sprinklers aren't functiuonal, just break it off. If you don't want to do that or you do have sprinklers, dig down a little around it and find out if there's a root from a tree pushing it up. If so, cut the root, if not put a rock over it and cover it back up. If it's a gray pipe, it's electrical... if it's white, it's just sprinklers. Call a handyman, not a contractor. Handyman guys aren't licensed but they work out well, usually, for less(alotless) $$$.

Is it truly rising, or is the ground around it settling? (Like can you recall the height compared to the curb?)
Could be a septic vent, but it should have had a grate or ventilated cap on it.
You can probably call your towns Public Utility Dept, and they can have someone come out and verify what it is, and if there's a problem.

smell it first to see if its part of something, if theirs no smell. If you live in a city, call the water dept and ask them to come out and check it out. There should be a blue print downtown telling you what it is. As far as it riseing out of ground the city should take care of that.

they are either cleanouts(which should have a female thread fitting with cap threaded into it)or access/markers for water shutoff.a cleanout can be cut flush with or slightly below grade as long as you take note of its' location.if water valve access/marker it depends on local requirements.if the home is very new have you plumber or inspector come explain to you what you can and cannot do

Unable to compute, insufficient information. sounds like it may be a condensate pipe from an ac unit or overflow of some type.
