got a heating bill from my complex for $100. is that normal for a two bedroom apartment in illinois?

that sounds about right.
You can check with your local utility (you didn't say whether it was gas or electric) and ask them for a 12 month history of the cost for your apartment. This will give you an idea of how much it will cost you every month this year.
Many local utilities have web sites that offer money saving tips, like getting a programmable thermostat, buying compact fluorescent light bulbs, putting plastic sheeting over your windows during the winter...
Also- some utilities offer a budget- billing agreement, where they take an estimated value for the year, and divide it by 12- giving you a steady amount to pay every month.

Seems ok to me, it will be more when you start running the air conditioner.
