PSP uses IEEE 802.11b for WIFI connection. IEEE 802.11b has the maxium rate of 11 Mbit/s and typical rate of 6.5 Mbit/s.

The download rate also depends on your boardband connection and the quality of your WIFI connection as well.

For Sony's General: When you watch flash or video on the intenet, you ARE downloading.

You don't download things with it. You can watch flash, and you can do pretty much everything else, but you don't download. It's Wifi frequency rate is 11. Megabits per second.
