Really, the only way is to find an alternative fuel. SUVs are the only domestic auto market the US can still win in, and our manufacturing is largely based on petrochemicals as a raw material.

Free public transportation. Expand public transportation.
more people will use public transportation rather then their own cars. (could only work in certain metropolitan areas, and if auto industry cooperates) Not only will it decrease oil consumption, it will improve, environment, economy... How do we pat for it?
We can always use the infamous approach of raising taxes, or allocate some publc funds that would otherwise be used for road maintance ... If well planned it can actually work!

Mandatory use of compact fluorescent bulbs for home users.

Create jobs by rebuilding the public transportation infrastructure.

Take away corporate welfare to the petroleum industry, shift the tax breaks to renewable energy companies.

Nothing original, but I'd wager they'd be good places to start.

carpools, public transportation, stuff like that. but people don't take advantage.

let me tell you, anytime someone offers me a ride i take it, i don't have the money to keep filling my gas tank like that.
