Celebritiies have booking agents who handle requests for appearances (or go looking for opportunities for appearances when there are no requests).
If you have a celebrity in mind, contact the agent/agency who handles that celebrity's bookings. If you don't know who the agent/agency is, then it takes some research. Try a Yahoo or Google search for the person's name and the word "agent". For all but the top A-List people, this should work pretty consistently.
If you don't have a celebrity in mind, then start with agencies. Some specialize in certain types of talent (music, comedy, etc.), while others manage a range of talents.

first go to yahoo search and find their "official" website then their should be a "guest aperances" type part of the website where it shows you where they will be apearing and what not,you can request an apearence that way but let me tell you it took 3000 dollars to get Patti La Belle to sing at my grandparents aniversary and that was just for 2 hours....
