Asycrounous Transfer Mode is not an information system it is a information transport system.
Asynchronous Transfer Mode (ATM) is a cell relay, Circuit switching network and data link layer protocol which encodes data traffic into small (53 bytes; 48 bytes of data and 5 bytes of header information) fixed-sized cells. ATM provides data link layer services that run over SONET (Synchronous Optical Network) Layer 1 links. This differs from other technologies based on packet-switched networks (such as the Internet Protocol or Ethernet), in which variable sized packets (sometimes known as frames) are used. ATM is a connection-oriented technology, in which a logical connection is established between the two endpoints before the actual data exchange begins.

An information system consists of three components: human, task, application system. In this view, information is defined in terms of the three levels of semiotics. Data which can be automatically processed by the application system corresponds to the syntax-level. In the context of an individual who interprets the data they become information, which correspond to the semantic-level. Information becomes knowledge when an individual knows (understands) and evaluates the information (e.g., for a specific task). This corresponds to the pragmatic-level.
