Agriculture was here when the first Europeans arrived. Indians were growing crops to sustain their tribes as they had for many generations before. Each colony had to establish and agricultural base to support itself too. Supply ships were few and far between and there was no corner market to get a loaf of bread. Agriculture started with the nomadic tribes that ventured into North America and the European colonists brought there own agricuture with them as a necessity. And the Europeans also were sustained in part by the Indian agriculture because they actually knew what would grow and how to grow it on this continent.

I'm afraid it started long before it was called the United Sates.
There was agriculture here when the spaniards came in 1500's and before than there was agriculture here for 8000 years by the previous owners (American Indians).
Before that there was sporadic agriculture even though the residents were nomadic meaning they did not stay in one place very long.

On the very Atlantic eastern tips of each state, former colony. I think that you want to ask rather about the land development activities of the early Federal government in the Northwest territories. (Ohio?)
