Ammonium chloride plus Ammonium hydroxide are often used in Cation separation schemes. Cations from Group 2 in the periodic table are precipitated as hydroxides.

With Magnesium, the net ionic equation is:

Mg+2 (aq) + 2 (OH)- (aq) --> Mg(OH)2 (s)

The complete balanced equation is:

MgSO4 (aq) +2 NH4OH (aq) --> Mg(OH)2 (s) + (NH4)2SO4 (aq)

The Ammonium chloride is used to buffer the solution.

2NH4Cl+ 2MgSO4 +2NH4OH-->MgCl2+ Mg(OH)2 +2(NH4)2SO4

This is a possibility, they may not react.
