I have an MPA (Master's in Public Administration), does anyone know if in fact, i can actually take courses to "make-up" that particular Master's so that I can get that position or would I need to to start all over again and get a Master's in Social Work?

If the job specifically requires an MSW you will have to actually take that degree if you want that job. You may be able to test out of some of the foundation year of a program or go back to your university where you got the MPA and see if they have a joint MPA/MSW - you may be able to do this joint program retroactively. You can try to apply to another universities joint MSW/MPA program and see if they will count your MPA from another university (but this will depend on their requirements for residency and related issues. It is defiantly not as simple as taking a few classes. Because MSW programs are accredited and follow national standards this is what makes them very valuable in the market place. DA
