To make a plant sim have a baby, you only need one plant sim. Click on your plant sim and select grow plant baby. Your sim will shake their head around sprinkling some spores, then a plant baby will grow. It will actually be a toddler, not a baby. You can grow as many plant babies as you want, up to the max number of people you can have in your house.

If you grow several, it might be a good idea to get the light from the gardening section to put in your house. It is for green houses, but it works great in the house to help keep the sunlight need of all your plant sims up.

There is only one way that I know of. If you have plants in your field, and your sim has the gold bronze for the garden, have that sim spray the plants until they turn into a plant-sim. When your sim had turned into plant, click onto that sim, and you have an option for the baby plant (which is like a normal baby, but it will be a plant).
