Smugglers - illegal, wouldn't make any sense. Wealthy landowners and merchants - may have had some influence, but really wouldn't have the control. Colonial assemblies - Nope, British colonies were governed by Parliament and the policy of mercantilism (colonies exist to benefit the mother country). One of the causes of the Revolutionary War

Great Britain. It was their tight control of, and restrictions on, colonial trade that ultimately led us to revolution.

I would say A but remember that all of those lovely little tariffs the Brit's imposed caused a lot of smuggling...so I guess it depends on the date. If it is prior to a lot of tariffs I.E. tea, stamp act, sugar act, intolerable acts etc...then the answer is "A" but after it is "B".

all of the above and with the addition of pirates who brought their booty into american needy ports to trade for cannon,shot and ball ammunition,armament;knives,cutlasses,and pistols and then return to sea to plunder from european shores to around the horn to the red sea round to the caribbean spanish colonies!!i am proud to number bartholomew sharp the english freebooter and pirate in my family tree and i would be remiss and generationally negligent should i let him go unnoticed!!he brought slaves into jamaica from captured spanish ships,he plunder the west coast of south america attacking spanish shipping as wel as cities from the gulf of panama to teirra del fuego!!gracias a dios to the windward islands and all of the caribbean sea!!he captured spanish maps containing information vital to the english crown and it's colonies listing all cargoes and anchorages,trading centers and windage sailing instructions for the atlantic as well as pacific ocean ports of south america and presented it to charles the second even though he had been held in newgate prison on charges from the irrate spanish ambassador!!monies taken by cotton mather from certain of bartholomew sharp's own crew in the form of silver coinage and plate silver ,jewels and gold specie from their share were used to fund and found "william and mary college" directly as the first institution of higher learning in north america in about 1690!!he became ,for a time,the governor of anguilla!!he held his master map collection even when he was imprisoned again in christiansted,virgin islands!!he was offered a captaincy of h.m.s. bonneta a frigate to escort the william phipp's expedition to the silver shoals but demurred and returned to piracy on the open seas!!phipps found a hoard of treasure from the spanish galleon "la nuestra senora de la consepcion"which garnred him the governorship of massachusetts and a wealth and stipend from the royal coffers that he had increased measurablly!!pirates like sharp ,drake and henry morgan were always steps away from riches,rulership and honors by stint of their courage,sagacity and skills at war and leadership!!bartholomew sharp,one of the greatest pirate captains and navigators..lest we forget!!he was a dead-reckoning sailor,a courageous and wiley captain and a savy leader of very hard and violent rapscallions!!and a yellow-skinned ,watery-eyed old sea-artist!!william dampier,a mere passenger and gentlemen associate of sharp's voyages and attempts was crown with great laurels although he could not navigate or contribute martially to any bold attack!!his well documented explorary voyages gained him a protrait painters; frame and a place in nautical history that should have been more properly reserved for bartholomew sharp,lionel wafer,basil ringrose,edmund cook ,edward hauk, charles watling and other captains of the great panama expedition of 1683-5!!
