I live in cheyenne, WY, and we have a lot of aquariums... you could say we're fish freaks! Any ideas??

Buy one from a small locally owned store that buys them from local breeders. If you saw how bettas were shipped, it would horrify you. They are kept in bag with other bettas. They use paper towels to keep them from attacking each other. There is probably one ounce of water per fish. They spend at least 1-2 days in transit.
Then a transhipper in the USA may ship them the same way or may ship them in the little cups, but probably not, because shipping them in water is expensive.
If you saw how little water any fish is provided in transit, and how many die in transit, it would blow your mind.
Do you know why bettas are in blue water? That is methylene blue, a ick and fungus treatment. Most of the fish are sick in those cups.

honestly, i bought mine in walmart 2 years ago. they are still alive, and, as far as i can tell, very healthy. They are both colorful. plus, you can't beat the price! 3 bucks per fish!

Either a small local store, or check the local classified for anyone that breeds them, or you can order online from sellers(such as woofy, highly recomended) on aquariacentral.com, or from aquabid

Petsmart is good, but the second best would probably be wal-mart.
