Create your template in a paper space layout, then "save-as" the drawing as a dwt file. Then, when you create a new layout in your new drawing, select "from template" and browse to your template. If you have a default template file location, it would be a good idea to place it there. One suggestion would be to make your title block an attributed block so that you can just fill in the blanks.
