I currently live in the D.C. Metro Area. I received my undergraduate degree in Africana Studies. Does anyone know of a program that will give me hands on experience with pay?

Your best bet would be employment at a magnet school - one that attracts a particular type of student. Ask at your school's guidance office about employment opportunities.

I don't know about the details in D.C., but here in Texas you can do an alternative certification program where you go and take classes on Saturday or at night during your first year of teaching. So that way, you get paid and you have instructors who can give you tips during that first year. You have to get observed several times by the instructor of the certification program, and of course you have to pass your certification exam by the end of the year if you want to renew your contract, but it makes it easier than having to go back to college full-time. There are several teachers at the school where I work who are getting their certification that way.

Check with the central administration office - the human resources department can probably tell you if there is a similar program there, and how you can get started.
