a broken hard drive won't stop the pc from switching on, the most it will do is stop the operating system from loading.

I had this problem with my computer.. The good thing about Dell is, free tech support! We were able to point out the problem in a little under 2 hours over the phone.

Anyways, It's most likely a dead power supply.

bad power supply , not plugged in , bad board , kinda hard to say when we haven't looked at it
