No it does not. However, If that person hold a "Master Mariner" license (which are no longer issued by the coast guard) they would be able to sail as either an engineer or Captain. The requirement of the "Master Mariner" was to hold both a captains and chief engineers license.

No, As everyone else has answered.A licensed master may sail as 1st Mate on down, the same as licensed Engineer can sail as a lesser grade i.e. wiper or oilier. The engine room and bridge are two separate areas of a vessel, therefore two different knowledge bases, two different licenses.

To obtain an engineers license, you have to pass a coast guard license exam and have enough experience or education to sit for it. You can view regulations for bodies of water and tonnage in the Code of Federal Regulations.
