I'm a Senior in high school and I was wondering something; I was thinking of doing a few years of community college to raise my grades then transfer to another college, but if I wanted to go out of state, would I still need to take the SAT?

No, as soon as you have more than one year at college (even community college) your entire high school record and your SAT / ACT scores are meaningless - they are not considered or even asked for. Only your community college record will be considered.

Maintain at least a 3.0 and you can likely go anywhere you wish (within reason).

Normally, you don't need the SAT anymore when you're trying to enter a school as a transfer student. They're looking at your college grades and other things, not what you did in high school.
